Human hair has a cuticle layer on the outside that can be seen through a magnifying glass. It resembles a shingle on a roof. The more the cuticle gets damaged or lifted from the hair, the more the shingle widens. The wider it gets, the more your hair loses elasticity. In addition, the open cuticle causes loss of shine.

Shine = refraction of light and light cannot be refracted off open "shingles".
